By comparison, taking on too many platforms upfront (unless you can maintain high quality content on all of them) will lead to barren social media pages, which will make you look bad.</p>
<p>Once you choose the social media platforms to focus on, check to see if those platforms have free tools or resources to help you market (most do). <p>HootSuite allows you to run and manage many social media accounts, such as LinkedIn, Facebook, Instagram, and Twitter, all on one interface. HootSuite also allows you to schedule and plan posts, which can be helpful for smaller companies to lighten the workload with scheduled content.</p>

<p>Although social media platforms have become the latest trend in marketing, mailing lists are still a great way to reach your audience, and can be a cost-efficient way to drive engagement and traffic to your job board.</p>
<p>This is also one of the most flexible forms of marketing and advertising you can do - from emailing updates, to posting newsletters, to requesting feedback - emails are still a great way to connect with your audience quickly.</p>
<p>Although there are a lot of tools out there to help you with email marketing (many of them baked into Customer Relationship Management (CRM) software) they can sometimes be overly complicated, costly, or both. We recommend starting simple, using a tool that is (most likely) already at your disposal: Google Apps!</p>
<p>For example, Google’s “Contacts” application allows you to manage and create contact groups, write notes about these contacts, and everything else you’ll need for contact management.</p>
<p>After you build up your contacts and put them into groups, when you create emails all you need to do is type the group name (for example “Main Contact List”) and it will automatically send your email out to that group (Note, however, that your contact list groups may be limited to 500).<br>

<p>What exactly do you want your job board to accomplish?</p>

<li>Are you looking to fulfill a specific need in the job market?<br>
According to a 2017-18 survey from Job Board Doctor, over 50% of job boards describe themselves as a niche site working with specific markets.</li>
<li>Are you trying to drive more traffic to your existing site?<br>
The term “job board” is googled over 42,000 times monthly, resulting in many opportunities for users to visit your site.</li>
<li>Do you want to provide your local community with another resource to boost the economy?<br>
By definition, job boards bring employers and individuals from the community together in a way which meets both of their needs.</li>
</ul>
<p>Whatever your reason, having a vision, or a set of goals, will help you make the decisions necessary in the following steps to get you started.</p>
<h3 id="2planningphase">2: Planning phase</h3>
<p>In the words of Winston Churchill, “He who fails to plan is planning to fail”.  As with any project, the planning phase tends to be one of the most important steps.  This is where you start to flesh out your idea of starting a job board.  When planning, keep each of these topics in mind to help set you up for success once your job board gets up and running.</p>

<p>Just like with most industries, the more focused your product is, the more successful you are likely to be.  The trick is determining what gaps need to be filled within the market. Additionally, if you setup a more general job board, chances are high that you will end up competing with the larger sites like Monster or Indeed which already have massive user bases and large marketing budgets.</p>

<p>It is important to ensure that you are targeting a growing market.  This will benefit you two-fold: there will be more employers looking to hire workers and more individuals looking for jobs in the field.  Tools such as Moz or even Google Keyword Planner can be used to research the amount of times people are searching for something on the web.  Checking these numbers will help you determine if there is a large enough need for any specific type of job board.</p>

No matter your target market, there is bound to be competition of some form.  To research them, you could start by simply searching for other job boards with the same industry boundaries that you are interested in.  Try to determine who exactly their audience is in order to differentiate yourselves from them.  See what they do well and what they could improve upon so you can better fill the market’s needs.  Try to determine if they are a growing site or if they have become stagnant.</p>
<h3 id="3consideryourlimitations">3: Consider your limitations</h3>
<p>This is somewhat of an administrative step in the sense that you need to determine the structure of your job board. Are you looking to setup a standalone website for your job board? If that is the case, choosing your domain name is important.  Try to pick something that those in the industry will be able to recognize. <p>If your organization already has an existing site and you are looking to embed a job board there are a number of things to consider.  Particularly, deciding if you are interested in buying an existing plugin for your job board or if you want to build it into your website.  Additionally, are you looking to maintain the job board, or hire another party to power it?  What does your budget for implementing a job board look like? All of these are questions will help you determine what is right for your particular needs.</p>
<h3 id="4choosingthesoftwaretomeetyourneeds">4: Choosing the software to meet your needs</h3>
<p>Each job board will have slightly different features because each is trying to fulfill different marketplace needs.  Deciding on the features that are right for your job board is critical. Once you determine what you want your site to do, you need to figure out how it should be accomplished.  By that, I mean that we need to discuss software options.</p>

Another option would be hiring a web developer to build your job board. If you have all of one and none of the other your site will be dead before it even gets going.</p>
<p>When bringing in job listings, you should also consider each employer’s reputation. After all, even though you are separate from one another, in essence, you are advertising for them (imagine trying to promote Enron jobs in late 2001).</p>

<p>So now your site is complete and you never have to think about it again, right? Well, not quite.  After you launch your job board you should track its progress, how many users your site has, how many job postings, if you are growing or if you should adjust your features. <p>Businesses can benefit from events in a variety of ways depending on the type of event. For example, an event catered to exploring what the city has to offer can benefit businesses through an increase in customers. <p>At TrueJob, we've never heard of an EDO complaining about having a budget that's too large or having too many resources available - that is for sure.  Economic developers are always trying to maximize their output and minimize their expenses.  They need to make tough choices on expenditures and these expenditures are always scrutinized.  Where should precious funds be spent, and what should be cut?</p>
<p>As a result, it's common for EDOs to look at free resources.  In addition, new initiatives are scrutinized since they require time, talent and money that are precious commodities.  New initiatives, especially ones that require an investment up front, are always a challenge to launch and justify.  A return on investment is required.</p>
<p>One of the best ways to analyze whether a new initiative is worthwhile is to evaluate the cost of a free option or the cost of doing nothing. While there is no capital required to do these two related things, there can be <em>substantial</em> opportunity costs or other factors to examine and consider.  An EDO may often need to justify an investment with added value that does not result in immediate new revenue growth.</p>
<p>Let's take an example: an EDO considering an investment in a new job board for their website.  First, consider that the main purpose of an EDO is to promote job growth and success in a region to help their community thrive.  So, doing nothing to address this can be a dangerous approach, and utilizing free resources on a mission critical function can be equally dangerous.</p>
<p>Having a region-wide, consistent and curated (focused on a particular category of jobs) job board is essential to the EDO in many respects.  It offers a single place for job seekers to look for opportunities, and when implemented correctly, it will capture valuable data about job openings, jobs filled, applicant specific information for cross marketing purposes and reporting and analytics that simply can't be acquired elsewhere.  The EDO needs to think about what it's not getting when doing nothing or using a free option with limited functionality.  Below is a list of potential lost opportunities an EDO might consider when evaluting whether to launch a new job board:</p>

Without proper planning, the first job seekers that visit your new job board may not have any jobs to look at!  An empty job board can kill your chances for success before you’ve even gotten started.</p>

If you are an economic development organization, for example, you already have programs, incentives, and events that you offer employers in your area and can leverage your existing contacts with local companies.  These companies need talent to fill their open positions, and you can support them by offering a new, free (we highly recommend offering job postings at no cost, especially when starting out) resource.</p>
<p>Onboarding companies will be critical to your job board success, and at TrueJob we know how important this step is and offer sample email templates you can use when contacting employers.</p>
<p>What if you can't get enough job postings by reaching out to these employers, or if there are companies that are unresponsive that you still want to appear? <p>The marketing team for an economic development organization (which might just be one person) is constantly looking for new and exciting ways to promote the EDO brand to both companies and employees in their region, as well as to the organizations that fund them.  There is one singular issue that can attract the attention of all constituents: <strong>jobs</strong>.</p>
<p>A main function of economic development organizations is to promote job growth in their geographic or industry region.  In order to most effectively do this, EDOs first need to offer their own job boards on their websites that consolidate curated jobs from key employers in their regions.  It is also imperative that this job board capture key metrics to help it promote the EDO brand.</p>
<p>Once the job board is functioning and delivering value, it becomes an opportunity for an EDO to promote the EDO brand and to help attract and capture more people for marketing purposes. <p>For an Economic Development Organization (EDO), it is no different. But an EDO marketing team also has the challenge of supporting three related, but different constituencies. They need to support:</p>
<ul>
<li>The companies focused in their region (geographic or industry or both)</li>
<li>The population that may want to work for those companies, and</li>
<li>The organizations that fund the EDO (public or private or both)</li>
</ul>
<p>So, EDO marketing teams are constantly seeking ways and quantitative metric measurement to support these three groups.</p>
<p>Having an EDO sponsored job board can be the very best way to help in this initiative. But many EDO’s make the mistake of <em>forcing</em> the companies in their region to be solely responsible for talent acquisition.  This is a <strong>lost marketing opportunity and often violates the charter of the EDO</strong>. An EDO sponsored job board:</p>
<ul>
<li>Helps the companies in the region,</li>
<li>Is a valuable asset for job seekers both inside and outside the region,</li>
<li>Is a recruitment tool for companies highlighting options to move to the region, and</li>
<li>Is a tremendous asset to the EDO itself in terms of metrics.</li>
</ul>
<p>While many companies post their jobs on their company-specific website, there is <em>no central source of curated jobs for the entire region</em>.  Individuals both inside and outside the region want a broad picture of what kind of openings are available. This can only happen through a centralized third-party sponsored job board that publicizes postings from the multiple companies across the region. The EDO can then <em>curate</em> the companies and positions that appear on the job board to reflect the critical aspects of their mission such as technology, health care, or manufacturing.</p>
<p>Job seekers contemplating moving to a specific region can determine if there are enough alternatives for them should their first job not work out. Also, companies looking to potentially move to an area want to be quantitatively assured that there is a sizeable pool of relevant talent available in a region. The current focus on Amazon's search for a second warehouse is a great example -- it would be absurd to think that Amazon is not actively searching local EDO websites to get a better feel of companies and talent in a given region.</p>
<p>Next, the EDO itself wants to collect meaningful data about its region and help justify its own existence. If an EDO directs companies and applicants away from its own website, to say Indeed or Monster, they lose user engagement. Having a centralized job board encourages people to register at the EDO website, creating a wealth of information for other marketing purposes like newsletters, training, and events. A job board also helps potentially double or triple website traffic, a key measurement criteria for most EDOs. A job board also allows the EDO to get better metrics on jobs in the region. And, most importantly, a job board helps the EDO to justify precisely how many jobs were filled in the region by job type. This can be exceptionally important to funders wondering about the accomplishments of the EDO.</p>
<p>There are other benefits to companies in the EDO region as well. An EDO-sponsored job board can offer capabilities like applicant tracking services (ATS), to help  smaller companies who do not have an HR department and/or recuriting tools. It can  help companies of all sizes better understand what jobs, and what characteristics of individual jobs are more or less attractive to job seekers since the job board can have like and dislike capabilities all the way down to the word level.</p>
<p>Many EDOs are reluctant to add a job board to their website because of the fear of additional cost and work involved. A good EDO-specific job board can be implemented in days and can be administered by staff without technical website skills in under an hour a week.</p>

It can dramatically improve the EDO's image, improve the support provided to large and small employers, double the traffic to the EDO's website and provide invaluable metrics for the EDO to help secure more funding. It can serve as a creative way to capture more contacts that can be used for other marketing purposes and help the EDO's business development team “sell” the region to potential companies interested in the region.  Choosing a job board that was specifically designed for EDOs requires little effort and provides tremendous value that can’t be provided by generic job boards.</p>

The ability of local companies to attract job seekers that will move or travel to your area to work is critical to your success. One way EDOs are attempting to solve this problem is by providing a job board on their website.</p>
<p>With this in mind, below we will outline a list of common pitfalls in choosing a job board as an Economic Development Organization, and a game plan for helping your market attract talent.</p>
<h2 id="commonpitfallsinchoosingajobboard">Common Pitfalls in Choosing a Job Board</h2>
<h3 id="usingindeedandmonsterinsteadofhavingajobboard">Using Indeed and Monster instead of having a job board</h3>
<p>It is critical to note that popular job sites such as Monster and Indeed do not offer the required capabilities you need for your EDO.  Not only do these sites offer no metrics, but they do not offer job curation to match the focus of the EDO, there is no private labeling, there are no training and support capabilities for the individual companies in the EDO’s sphere of influence, and there are no or limited applicant tracking capabilities which are essential to the smaller companies in the EDO’s region.</p>
<h3 id="buildingajobboardfromscratchorusingaplugin">Building a job board from scratch, or using a plugin</h3>
<p>If an EDO tries to build their own job board solution, they'll be recreating the wheel from scratch, and many critical job board features will be missing. The EDO will also need to be concerned about the user experience for the job seeker, which is especially critical if the EDO is trying to promote technology jobs. The applicants need to have proper job filtering and more advanced capabilities like liking or not liking postings so the job board can learn the applicant’s preferences and provide suggestions (a Pandora-music like capability).</p>
<p>And, most importantly, the site must have a clean user experience for both the companies served and the applicants.  A clunky site will turn off both constituents and make the experience a negative, rather than a positive one.</p>
<p>Any solution that does not do the above, is not simple to administer, does not have built-in training and support materials, or cannot allow the EDO to curate the precise jobs and companies that it is trying to promote within its region should be eliminated.</p>
<h3 id="notchoosingajobboardthatshowsthemmetricsandanalyticstodemonstratetheirsuccess">Not choosing a job board that shows them metrics and analytics to demonstrate their success</h3>
<p>It is no longer acceptable for any EDO not to support the needs of companies and job seekers in their region.  It is a requirement.  When looking for solutions to this problem and evaluating job board alternatives, an EDO must list the key features required to make the initiative successful and the key metrics that it needs to track to show effectiveness. Any solution that can not automatically provide these key metrics should be eliminated.</p>

<p>EDOs need to fully understand their needs before selecting a job board or when considering if their current job board is meeting their needs.  A job board that is specifically built for the needs of the EDO and can address the <a href="https://blog.truejob.com/key-talent-metrics-for-economic-development-organizations/">seven critical metrics mentioned in our last blog post</a> can be the difference between a great job board and great service to the community, and a bad job board that provides poor service to the community.</p>
<p>Here is a game plan for helping your market attract talent:</p>

<li>Recognize that talent support is a must-have capability for your EDO</li>
<li>Make a list of requirements that you need your job board to have</li>
<li>Evaluate your current personnel and financial resources to understand the administrative capabilities that you can apply on a day to day, weekly, and monthly basis</li>
<li>Make a list of metric and analytic reporting requirements required for your job board</li>
<li>Use the decision criteria to select the proper job board</li>
<li>Talk to references (other EDOs) who have implemented the solution you've chosen</li>
<li>Understand the benefits of having an effective job board</li>
<li>Spend your funds carefully on things that apply to EDOs in general and your specific needs</li>
<li>Assign the right people to the administration and reporting of your job board and measure your success</li>
<li>Proudly publicize your results to funders and companies that you support</li>
</ul>
<p>Proper talent management and acquisition can improve the image and value that you offer as an EDO.  It should not require additional personnel and should be cost-effective.  Knowing your goals and choosing a solution that will match those goals is essential to success.</p>

<p>Economic Development Organizations (EDOs) serve a variety of needs in their communities.  One of the most critical needs is helping employers find talent.  Most EDOs can’t afford a full time talent administrator or recruiter.  If they could, then the amount of available job opportunities and potential applicants would likely be either too great for one person to handle, or too small to justify a position.   So, how can EDOs help their employer customers find talent?</p>
<p>The answer is to offer an intelligent job board that serves the needs of corporate customers as well as job seekers.  Of course, this solution raises its own issues.  First, EDOs typically do not have the resources to maintain a job board and to provide training and support to their clients.  Second, EDOs need easy control of which companies and which jobs are posted on the job board.  This is often referred to as “curation”.  Lastly, it is critical to have the job board measure metrics that the EDO can use to show it has added value to its community.</p>
<p>EDOs serve three main constituents.  The first are their funding organizations.  An EDO, like any other organization, needs to show value to the organizations that provide funding.  Second, EDOs must support the needs of the employers in their region.  Finally, EDOs need to serve the needs of the job seekers in their region.  These are the members of the community (as well as people outside the community looking at moving) considering employment with the companies that the EDO serves. Understanding, tracking and reporting (for example) how many employers utilize their talent services, how many jobs have been listed on their site, how many jobs have been filled through their site, and repeated use by the companies in their region is essential to this effort.</p>
<p>There are seven critical metrics that EDOs must track to show value to both corporate customers and funders of the EDO.  Each of these metrics can be used to answer key questions for the EDO.  The key metrics and questions are:</p>
<ol>
<li>Number of companies that have signed up for the job board (and when they signed up)
<ul>
<li>How many employers are currently posting on my job board?</li>
<li>What is their contact information?</li>
</ul>
</li>
<li>Number of jobs posted by those companies (and when those job postings were posted)
<ul>
<li>How many jobs have been posted on my job board?  Are currently posted?</li>
<li>Which companies are posting the most jobs?</li>
<li>Where are the job postings located?</li>
</ul>
</li>
<li>Number of times a job has had someone click &quot;Apply&quot;
<ul>
<li>How many times have job seekers clicked ‘Apply’ on each job?</li>
<li>Which jobs have the most ‘Apply’ clicks? The least?</li>
</ul>
</li>
<li>Number of job applications filled out fully and submitted via the site
<ul>
<li>How many complete job applications have been submitted?</li>
<li>Which jobs and companies have received the most job applications?</li>
</ul>
</li>
<li>Number of times a job posting has been viewed
<ul>
<li>How many times has each job been viewed?</li>
<li>Which jobs have been viewed the most? The least?</li>
</ul>
</li>
<li>Number of jobs that have been marked &quot;filled&quot; by companies using the job portal?
<ul>
<li>How many jobs have employers marked as ‘Filled’?</li>
<li>Which companies have the most ‘Filled’ jobs?</li>
</ul>
</li>
<li>Number of job seekers submitting their contact information to the EDO
<ul>
<li>How many job seekers have submitted their contact information?</li>
<li>What is their contact information (e.g. for my newsletter)?</li>
</ul>

</ol>
<p>Without each of these metrics, the talent initiative lacks tangible results.  It is critical to note that popular job sites such as Monster and Indeed do not offer these required capabilities to the EDO.  It is also important that the job board platform you use makes it easy to view and export these metrics.</p>

<p>Phil Santer is the Senior Vice President and Chief of Staff for the CEO.  He is part of the Business Development Team at Ann Arbor Spark and has been with the organization for just over five years. He has been doing economic development in Michigan for over a decade. <p>SPARK supports a broad range of companies: from small entrepreneurial companies to more mature organizations.  Across these companies, SPARK focuses on attracting knowledge workers.  Asked about the role of SPARK, Phil said, “This is all about attracting companies and, more importantly jobs, jobs, jobs.”</p>
<p>SPARK’s website had a legacy job board that was built internally years ago after the departure of Pfizer from the Ann Arbor market.  At that time, there was a glut of talent looking for positions.  While the job board functioned well, it became clear that it was no longer up-to-date enough to meet the needs of the three major constituents that an economic development organization supports.  Those constituents are the EDO itself, the client companies in the region, and area job seekers.  SPARK knew that the usability and effectiveness of the job board reflected on their organization.  When trying to help local companies recruit and retain knowledge workers, having an easy to use, up to date job board is critical.</p>
<h3 id="thechallenge">The Challenge</h3>

<p>Asked about SPARK’s needs for a new system, Phil said, “We wanted to find something that met the needs of all three constituents.  First, we needed a job board that would appeal to knowledge workers—something modern and easy to use.  We also needed to have analytics to show our funders and our corporate customers that we were adding value to the community.</p>
<p>“To attract the right workers, we needed the job board to allow us to curate which jobs appeared so we could focus on the right companies and the right jobs.  We didn’t want a generic job board that allowed any company to post any job.  We also needed a job board with options to prominently feature the SPARK brand, and on the backend, we needed the user experience for our staff to be simple, but powerful.</p>
<p>“Second, our local companies, from very early stage companies to much more mature companies, wanted to have a range of functionality that served their broad needs.  For instance, while a more mature company may already have an Applicant Tracking System, the early stage ones did not.  So, we needed something that kept these diverse needs in mind.</p>
<p>“And third, the job applicants wanted superior job filtering capabilities to help them hone in on precisely what they were looking for.  We even wanted something that would understand their needs and recommend jobs to them.  Think Pandora for job search.</p>
<p>“Overall, we knew finding all of this functionality was not going to be easy.”<br>
A major part of SPARK’s decision to move to a new system was the lack of functionality and the usability of the legacy site.  Phil said, “There were some companies that were opting out of using the job portal altogether because if felt clunky and certainly not up to the level that a technology company was used to. Instead, they were posting on True Job because it had the focus, and they were a clear constituency for that. I wanted to make sure that we were capturing the companies that had selected away.” He continued, “It was a big decision to go from a legacy system that we had owned to be able to partner with a third-party, a vendor to be able to outsource this work.”</p>
<h3 id="choosingasolution">Choosing a Solution</h3>

<p>During their search for a new system, SPARK became aware of TrueJob, which happened to be a local company in Ann Arbor.  TrueJob offered precisely the functionality that SPARK was looking for to meet the needs of the three constituents.  It focused its product on organizations like EDO’s, had a modern look and feel, and a higher quality user experience overall.</p>
<p>Phil said, “We developed a cross-functional team to evaluate alternatives and make a selection.  The team included representatives from business development, marketing and even the CEO’s office.  We wanted to make sure that we had proper buy-in across the organization.  The person who would administer the site for us was intimately familiar with our culture and understood our overall strategy so we wanted that person to be able to easily administer the system without extensive software skills or training.”</p>
<p>While TrueJob was a local company, the selection was made on the capabilities of the company rather that its geography.  “It became clear to us that TrueJob was the right product for our needs,” Phil said.  “They provided precisely what an EDO needs, even to the point of offering documentation and training videos for us and our corporate customers to ensure success across the diverse needs of these customers.  We even had focus groups, where local organizations came in and helped tell us what they thought they needed and that helped us with the selection.”</p>
<h3 id="implementationandresults">Implementation and Results</h3>

<p>The implementation of TrueJob went smoothly and was handled expeditiously.  The transition from the legacy job site to the new one was seamless. “TrueJob worked directly with our team, handled our transition, trained our people and quickly answered any questions we had.  It was about as easy as it could be,” Phil said.</p>
<p>SPARK also had an impressive promotional plan for the new job site.  The new job board was announced at <a href="http://annarborusa.org/annual-meeting/2017-annual-meeting/">SPARK’s annual meeting</a>, which had extensive press coverage.  SPARK also made sure that all its corporate customers were aware of the site and had access to the proper training materials to help them use it most effectively.</p>
<p>The benefits and results have been impressive.  Most notably, SPARK has already seen greater participation from employers on its job site, and they now have better analytics to show how they are helping the local community.  With increased interest in the site, local companies have seen more applicants applying for jobs, and job seekers are utilizing the advanced filtering and search capabilities to help them find the right job quicker and easier.</p>
<p>The quantitative results are also impressive.  Even early on, SPARK has seen a 42% increase in application clicks, a 68% increase in conversions (the percentage of visitors that choose to apply to a job they are viewing).  SPARK is also now able to see the precise number of applications submitted through the site (this number was unknown in the legacy system).</p>
<h3 id="summary">Summary</h3>

<p>Asked about the importance of SPARK’s job board, Phil said, “Many EDO’s don’t even offer a job board, but they should.  A principle goal of an EDO is to help their local companies find the right talent and help people who are looking for opportunities find those companies. “A good job board is a critical part of the talent management aspect of EDO’s,” Phil said.</p>
<p>“Economic Development is about helping to create jobs.  When EDO’s look to either add a job site or replace their existing job site, they should not try to internally duplicate what is already available.  EDO’s are there to provide economic development, not build their own technology.”</p>
<p>Any EDO that is considering a job board needs to consider 8 critical criteria that will determine the success of their job site.  These are:</p>
<ol>
<li>A high-quality user experience for both their corporate and job seeker customers</li>
<li>The ability to curate the selection of jobs that appear on the job site</li>
<li>Analytics that definitively show what they have accomplished with the job site</li>
<li>Better filtering and matching for applicants and companies to make the process of job search easier and more effective</li>
<li>Automatic scraping of public job sites to increase the pool of available jobs and simplify the signup process for employers</li>
<li>Documentation and training videos to help internal staff and customers take advantage of the site and maximize participation</li>
<li>Capabilities for smaller companies that may need extra support like a built-in Applicant Tracking System</li>
<li>Branding for the EDO</li>
</ol>
<p>If EDO’s keep the needs of their three main constituents in mind, they will be successful.</p>
